Challenge

Our client emerged as a leading manufacturer of electric vehicles at a time when EVs were still far from mainstream. From the traditional automotive industry, there was not only skepticism, but also active resistance. Established players opposed policies that would promote electric vehicles and succeeded in gaining political traction. In contrast, our client seeks to ensure that EVs would receive regulatory support — particularly while still in their pioneering phase.

Approach by IvCB

IvCB conducted a meticulous mapping of the stakeholder and power landscape, revealing a lack of allies within the traditional automotive sector. IvCB identified and mobilized external stakeholders with aligned interests. By diving into the data and producing detailed financial analyses, IvCB demonstrated how the issue could be addressed — including from a budgetary perspective. Core messages were developed and actively disseminated to influence public opinion and, by extension, the broader policy debate.

Result for the client

The proposed incentive framework for battery electric vehicles (BEVs) gained traction. Rather than raising the fiscal threshold for BEV purchases, as initially proposed by one of the coalition parties, the threshold was lowered — directly due to IvCB’s efforts. This policy shift proved to be the catalyst for BEV adoption in the Netherlands and marked a major breakthrough for our client.
